Does MXKey work like this?

Hi,
Im thinking about purchasing MXKey for far unlocking.

I know it crapper intend the codes using the IMEI+MEP,
but it crapper intend using IMEI+Network?

Or do you provide some updated database of Carrier/Mep codes?
