Htc legend Unlock Failed. help

i study the travel from manual :
1. select htc legend on ressurection tab
2. solder jtag wire
3. move usb
4. advise ressurection button
5. check Reflash Total HTC partition" and move desired IMEI in IMEI field

and then i flash with
RUU_Legend_Froyo_S_HTC_WWE_3.15.405.3_Radio_47.51. 35.17_7.13.35.05_release_160328_signed

phone can start, but ease locked to network.
