Scout update problem

I hit programme to update Scout , and I downloaded every requirement files : SCout 1.40 setup.exe, SCout_Updater_1.06.exe , and I establish them all

But when I unstoppered SCout updater , there's a prolem here :

- Please update computer software
- [ 7/5/2011 11:10:00 AM ] Unacceptable operation. Please connect an pertinent smart bill or alter to different update client.



Anybody crapper help me solve this problem ?
