C1 01 Light Problem. Please See Inside

This Set Return From Other Technician, I Don't Know What He Do With This Set. The Problem Is No Light. After Do This Two Jumper, The Lcd Light Allows On Even If Set Is Off !! And No Keypad Light ! What Can I Do Now ?? Need Your Help.
